it's a barograph from the German Luftwaffe. useful not only for weather forecast but also to check the pressure gauges in the aircraft.

here's a simple explanation in English- http://marinegyaan.com/what-is-barograph/ normally it is the ambient pressure that is measured. when it is used by the airforce they also need to know the exact pressure of the tarmac to adjust the altimeter of the aircraft. if not done properly the flight may abruptly find an end in the next hillock. the standard zero or Normal-Null is in Amsterdam. by the record paper-strip and certain weather models the metereologists can approximately forecast the weather for a given area; the best known case where the guy sweated his a... off was D-Day.
