It says "Cádiz" which is the location. A Spanish genre painting and a very dirty one. It's set in front of a tavern. (Do you see the word "Vinos" or "Wine" over the doorway?) You can refer to it as "an Andalusian scene." There were many Spanish painters working in this genre. Some were regional. Your best bet in identifying this one is by identifying his/her signature monogram. (And a gentle correction as it appears you are a non-native English speaker. An artist paints pictures; an author writes books.)
