Help need with artist identification

While I was holding up this painting in the charity shop, several people stopped and looked over my shoulder at it, whether in admiration or horror I know not.



So could somebody identify the the artist for me. I think, if I bought it, I might call it "Stinking fish over stream".

Where did you find it? Maybe someone local? I tried to enlarge it but can't.

Thak you. I don't know what I did to the photos to get them stuck on small.

 

It also appears to be out of focus. Or at least at the larger size.

All my photos are out of focus, it's incorporated in my very old Sony android mobile phone. It's how I protect my copyright.
