Naive little painting with a Windmill Your thoughts

When I saw this i thought it was an old painting in a newer frame and it could be?
The viewable area of the painting is 8" x 3 1/2".
I couldn't find any information on the company sticker on the back. i don't even know if they were a gallery or a frame shop.
There appears to be a sig and possibly a date on the lower right. maybe I am just seeing things.
Should i remove it from the frame for further inspection or is it worth the effort.
Any and all thoughts appreciated.

All I can find is that Jordan Arts taught art classes but I expect a framer. To my eye, the work and frame are contemporaries. Late 1970s maybe. Don't think the work is of enough import to bother fiddling with the back.
