Featured Antique Tri Fold Mirror - Cleaning Advice. French? Translation of Asian Text

I actually purchased this as a gift but changed my mind and I'm going to sell it. Is this faux bamboo? How would you suggest cleaning it or should I just dust and leave it alone? I'm going to leave the brass alone but will remove a few tiny green spots of old polish.

Other questions I could use some help with - Can anyone decipher the Asian Text? I know Brevete means Patented in French but is this a French piece? Are those other marks makers marks? Coat of Arms - real or decorative? Thank you.

could you show a better pic of the coat of arms ?
it's a bit obscure that the closure has PATENTED and breveté SGDG stamped. perhaps the L and G help.
my feeling is post-war/newer, Japonisme had a revival in France in the 60s, but here is one that is thought to be older.

Fid, I wouldn't think that shaving mirrors were all that popular post WWII?
Perhaps this is not a shaving mirror, but that what I always think of when I see these tri-fold ones.

I am confident this is much older than 1950s/60s. Here is a closer picture of the coat of arms.

 

It looks more like L & B.

 

In case anyone is interested. I finally got back to this. I found the patent number and I was able find the patent online. The LB on the clasp is a Frenchman, Ludger T. Berton. It appears he had the first patent on mirrors that fold within a frame so they lay flat for traveling and/or just for storing. Here are copies of the patent info.
