Body builder head & torso mannequin, but it's not?

I found this cool mannequin (or so I thought) torso & head of a body builder at a local thrift store today.
I thought it might be from the 40s or 50s because of the hair style & face and it would be worth some money. But when i did an image search nothing came up?
I still thought it was a mannequin because looking at the bottom it had the metal plate that you would use to attach it to another manequin body part - but looking closer you can see there's no room for the attachment- it is a plate against a solid piece!
What is this? A statue? A prop?
    PS - it's 31" tall
    Thanks!

Looks relatively recent to me. What a devilish-looking guy! I wonder if he's a store display/prop.

With Miami Beach here, maybe - but I wonder why I can't find another?

Man you find something odd and interesting stuff. Would like to take a stroll around your house. It this not maybe a sculpture? (a once off artist piece) The general look and funky hair makes me think 80’s Mad Max.

komokwa The Truth is out there...!

the cut out on the base is indeed a locking device....
a similar shaped ...I'll call a key.....fits in and swivels..... u can clearly see the ghost ring around it ...showing use.

Definitely thought it said 80s style to me when I saw it. He's very fun. I don't have room for him either, but I'd really want to keep him anyway!
