Need Help Please WW2 Round IDK

It's pretty heavy, has reverse threads and what looks to be maybe some type of old gun powder in it. It does have lots of numbers an writing around it. Like 117 pdwr but none of it makes sense to me. @springfld.arsenal can you help me out. I did a search an what i found is something called a Sabot look similar. Any thought? like can I sell it without going to jail in California LOL

 

looks like the business end ( fuse ) of a gun shell from a marine 2 inch gun.
what u call gunpowder looks to me like coarse sand..

 

I'm thinking a ww2 naval shell...

let others say if it's safe to sell....

 

Dump the sand? Into commode to be safe, or get rid of anyway. Measure the shiny right-circular cylinder diameter, should be near 37mm. Markings look like anchor. Most likely Navy 37mm dummy projectile. Fuze is the screw out plug, if dummy that will be solid steel.

 

Some text looks like “1 PDR” = one pounder =37mm.
