Featured Horse Fair Poster artist?

This is one of 6-8 cool posters & lithos/prints I found at a local thrift store. This one is one of my favorites!
I found a couple others from this fair but not this year exactly - can anyone tell me who the artist is?
Also, the glass was cracked when I got it so I bought another large print for the frame & plexiglass, but when I removed this from it's frame I found it was printed on foamboard - is this an original poster/sign or a newer copy? It's larger than most 36" x 24" (39" x 28") which makes me hopeful it's legit?

Putting it in the new frame you can see it's some type of foamboard?

It's common to drymount posters to foamcore for framing, so that probably happened after it was bought.

I know but it doesn't look like it was dry mounted, but is actually part of the foam board- it's a hair taller than frame so it shouldn't be too hard to double check
