Unless there are holes in the upper rail where the vertical turned spindles were I'd say this is original height. Thus, a chair for a short adult or a child. Perhaps it was designed to slid under rather than bump into a chair rail in a specific home?

    Thanks all,I'm flying blind & all help's appreciated !
I was guessing 'Birthing Chair' but then again-a poss cut-down ? Some people seem to like these pierced bottom seats. Looks like a circular punch pattern w/ maybe a star in it (optical illusion ?).

Those pierced work seats were sometimes a replacement for caning. If you look under you should be able to tell. Short chairs like that were the norm for dressing tables, although they were usually prettier than this one . Then again a caned seat might make the difference.

Found antique low back examples listed as vanity (dressing table) & piano stools.

This one is shaped just right for originally having a caned seat originally. 1890s-ish and the more like look the more "take me out and cane me" it gets. I bet it has spaced holes in the seat edge underneath.
