Vintage Double Strand Necklace,Maybe Lapis Stones?

    I need help with the beautiful older double strand necklace.I'm not sure but I think it might be Lapis stones.The clasp is toggle appears to be sterling.I can't find a mark anywhere.This came in an lot of older jewelry, any idea of age or what stones are.Measure from clasp to pendant 11".     Nice necklace, but these toggle clasps are not old. It could be made yesterday.
    I dont see lapis there...I do see some art glass, maybe some colored agate stone too

    The emerald cut stone may be low grade lapis.

    The irregularly shaped translucent blue beads could be kyanite.
