Beautiful etching epreuve d'artiste Sig and location help

I found this at Goodwill today and thought someone spent the money to have it professionally framed at a custom shop. I have owned a few Artists proofs before, but never an E A. The impression measures 5 1/2" x 7 1/2". And you would think that a signature with only four letters would be easy.
Hope someone might know the artist and location.

It looks more like 2016 to me, although why someone would cast off a piece they clearly valued 7 or 8 years after it was made... Death?
