Featured odd african? folk art figure

    hi folks

    something else i picked up on ebay for very little
    just looked a bit odd and interesting
    not sure if its african or not
    considered folk art ?
    measures 5 1/2 inches
    cant find anything like it
    doubt much value
    any thoughts or info appreciated
