Help to date and describe sterling Aquarius ring by CINI

Noticing that there was a different Aquarius ring by Cini that probably did well in the above search results, I did an eBay search in Completed listings on Cini Sterling Ring. All sorts of rings came up. That looks a bit better:

And I am curious about the symbolism on the ring in the original post. ... Having Sun in Aquarius myself, I'm pretty familiar with the symbolism, and this one is unusual in that regard. At first I thought it was a sort of large head in the border, rising out of a flower. Under that I thought it was a long, thin body wearing a dress, with a shell behind. But none of that has anything to do with Aquarius (except possibly the shell). There should be flowing water somewhere, since Aquarius is the Water Bearer.

So now I am thinking that what I thought was a body wearing a dress is actually water flowing over the shell behind. I still don't understand the head rising out of the flower... just decorative, I suppose?
