    I have no idea what, if anything they mean, the 2 circled marks are all I saw after enlarging & contrasting:

    I think it looks more European than Japanese mostly because I would expect Japanese to be slip cast, which does not seem to be the case here.

    The face and the gold paint on the base almost look Asian, but the way it was cast is European.

    I'm with the others, European.
    These were made in many Western European countries, not just in France. I have a little Madonna in the same style, made in Goa during the Portuguese period.
