Pair of Military? Buttons, Unknown Language

    They're all brass except for the steel (floppy) staple on the back.
    ~1 1/8" diameter, no makers mark.
    What can y'all make of the characters around the edges? Hard to photograph; these are a third attempt, an' I'm not proud of 'em.
