    It's 40mm wide, 33mm high; weight ~5 gm.
It's composed of 2 primary parts: an ornate wreath-like foundation, having an art-deco motif (I hope I'm using that term correctly), onto which has been affixed a slightly oblique-view representation of Napoleon's arch. The material of both pieces is quite thin sheet brass, pressed an' punched into a shallow 3D form, giving structure to the pieces; both appear to have been gold-washed or lightly plated. The manner of securing the pin (closure) may help determine its approximate age. I don't find any markings on it at all, an' a Google image search returns nothing remotely similar.
I'm leaning toward an origin in the last third of the 19C, but that's simply a WAG. Thanks for lookin'!

    I'd guess circa WWI.

I’d agree, possibly into the twenties.
