value now, .....................what u paid for it.. value after restoration..... what u paid for it plus restoration cost... brown furniture is at a low ebb right now...
Ballman Cummings is not a brand that imparts any additional value. You can compare it to similar art deco chests to get an idea of value. Are the handles bakelite? If so, sadly, they are probably worth more on ebay than the whole thing if sold locally in most areas of the country.
This kind of thing is often found in the local thrifts of my urban area, usually marked in the $25-50 range. Condition would put yours in the lower end of that range. It might make a nice "project piece" for upcycling, though that won't increase it's value much.
