I recently picked this up a thrift store and I don't have a clue what time frame, if it's original use was a cake or dessert plate, which is what I assume, if it has been altered/crafted to change it's original appearance. Any help would be much appreciated. I have scoured the internet and can't find anything similar.

Hello, Christina. Have you found no marks at all on the underside?

Looks like the original is made of metal?

I suspect in this case the decoration is original mostly because of the way the top matches the foot.

Looks to me like a decorative something that could have been purchased at TJ/TK Maxx...

Does the glass insert fit "correctly" If the mosaic was not original I would think the glass would not fit right. It could be the glass is not original. The ring in the middle bothers me. I had a friend that got into mosaics and she covered everything she could get her hands on!

It does seem to flow as far as the tile to the metal/pewter/brass edging which made me think the tile is original and the grout (I don’t know anything about mosaic tile) between the semi opalescent tiles is yellowed as if it is old. I say this because it looks like there has been a repair where the pedestal meets the plate and that adhesive or grout isn’t the same color as the original. I did have that thought, that possibly the mosaic portion was an addition later but I can’t even find a clear glass cake plate with the brass edging on it to compare it to. And it is very heavy. I paid $8 for it so I won’t be upset it is recent and something someone thought up and crafted together, it just doesn’t seem to fit with that. Which led me here. There are no markings of any kind anywhere on the piece.
