It has four drill holes along top and sides of head (horns and ears?).

It is solid and a little heavy but not too much.

It is about 5 inches long by 4 & 3/4 inches high by 2 & 1/2 inches wide.

AntiqueB didn't say, but I think it is wood (not terracotta).

    South or SE Asia? India?

    Yes, it is wood.

I wonder if part of the patina might mean it was buried.

I am going to leave it as is and not put any kind of oil on it, although it would look better. I hope the condition is not causing it to age faster.

It wasn't buried. I remember seeing similar carved and partially painted animals in home decor shops, maybe in the 90s. They were made in Asia, but I don't know where exactly.

It might have been left outside. It has spotting that looks like exposure to water.

Yes, there is some water 'damage', not much and not consistent with having been outside for a season or more. Believe me, I've seen what that looks like on untreated wood.:( Some oil can get rid of the spots in a minute.

I can see two holes for horns of some kind, but why four? Would it supposed to be for two horns, two ears?

Yes, it would. Goats generally have two ears and two horns.
In this case the ears could have been leather and the horns horn.
