Painting on Wilmington?

Hi everyone

I found this beautiful plate at a thrift store the other day and I think it’s Wilmington but I’m not sure… can’t find any information on this pattern if it is Wilmington

I’m also curious if anyone knows what the painting on the plate is of? Does anyone recognize the backstamp and have any idea of when this was made? I included a close up photo of the painting

This seller says Heinrich Winterling. (And to my eye, appears to be transferware rather than painted.)

Agree with transfer, not painted.

 

The scene depicts cupid's wings being clipped. Not an uncommon subject. Often it's being done by Time or Venus.
