Featured NWC Totem ?

I realize, at best we're looking at a vintage tourist trade totem. But can anyone identify the symbols & any indication as to local ? 31x10 inches, carved/painted wood.

 

Looks like Cub Scout work. Interesting that it is multicultural, though.

I'd say the tee pee & horse , puts it much further East..

 

I'm sort of inclined toward the Cub/Boy Scout idea...they had those merit badges....
