Featured Napkin ring bracelet?

This is an item handed down in my wife's family that I'm trying to figure out which ancestor to connect it to. It appears to be a bracelet, sized for a girl or woman. It kind of looks like it was make out of a napkin ring. Do you agree, think it was made that way originally, or made out of something else? Inside is inscribed 3 April 1862, although there are no marriages or births in her family matching that date. In that time period, one branch of her family was extremely wealthy, and the other branch was middle to upper middle class. The T is a mystery, as none of her family's surnames in that period started with T. There are no hallmarks. Does it appear to be silver or plate? Some of the photos were before and some after a little bit of polishing.

 

I think it started life as a napkin ring & 'T' is the initial of a family member's first name. Without any measurements given, hard to know how reasonable that surmise is.

 

It has an outside diameter of a little over 2 1/4 inches, and an inside diameter of about 1 3/4 inches. I think it could only fit on a small wrist.

 

So a circumference of around 5.5". As a bracelet style, it wouldn't really suit a girl who was still growing. It is small for a grown woman of our time, but a petite woman of earlier days might have snugged into it. I am a tall but fine-boned woman with 6" wrists.

 

Ditto, napkin ring turned into a bracelet.

I can wear an inside diameter of 2 inches, and my wrists aren't tiny, just slender. I bet @pearlsnblume could wear that.
