Thrift Find - Is this a real Itzchak Tarkay painting?

I found this today at a thrift store along with a pencil signed limited edition print/litho Tarkay.
I was very excited when I saw this one, but then looked at the close up of the signature - there is a shadow on the bottom of the letters that looks like it was signed over a printed signature?
Is this a painting (watercolor?) or a print?
    Thank you for any help!

Yes, it's a doubled signature, most likely signed over the printed sig.

Signing over the lithographed signature is a strange thing to do. I would have expected the artist to sign again.
