Is this Silver?

I found an old napkin ring in my grandmother’s things. I cannot find any mark to identify a maker on it. Is this silver, or ?? Can anyone tell me
anything about this?

No, I really don’t. Other than she did collect a lot of Japanese things.

 

This isn't Japanese, but I can't quite place it. Interesting though.

 

My first impression was Tuareg aluminum, but thought a napkin ring unusual, and a quick online search found only one, in silver:

I think it unlikely that OP's napkin ring would be Tuareg, with those leaves and stylized flowers. Those are not Tuareg decorations.

Love your Tuareg pieces though.
I love the style. I have a few boxes of Tuareg jewellery, and also some leather items.
