Looks like something a barber would use to spray water. Not sure if it had a technical name.

The hardware says French to me.

Let me take a look at my books to see what I can find.

@komokwa is right. Measurements would be a good thing.

Also, does the hardware unscrew at any point? Since there is no place for a puff bulb there has to be some kind of mechanism to pump the liquid out.

Where would the bulb screw on?

If you are referring to the spot with the chain that is the nozzle where the liquid would come out.

It is possible that a part at the top of the piece unscrews & pressing down on that part allows the liquid to spray out the nozzle.

I did find on the 925 site that "S & Co." is British & was the mark for Spurrier & Company. They were located in Birmingham.

The shape of the atomizer is almost identical to Marcel Franke design but I have not been able to locate another one like it.

The S&Co mark looks very much like the Birmingham-registered sponsor's mark of Sydney & Co. However without a Birmingham hallmark it is not possible to say so for certain. If it is their mark we could speculate that the bottle was made for export as it could not be sold in Britain without a hallmark.
