All the fence stretchers I have seen are all metal. Wood would not hold up to the kind of tension.

 

I am now more inclined to go with a press. That is the angle on my tortilla press. Flat boards may have been used. The notches allowed for continuing change of pressure over time. As in something drying out.

 

Only thing I can add is the type of wood suggests Asian in origin.

 

What is the wire bit on the left, coming through the main arm? Looks twisted, sort of like a drill bit/gimlet.

 

I know, I know. I've just seen things identified on that subreddit within a few minutes all the time so I was eager to share...lol.

It's a piece of chain, was most likely longer at one time and passed through one of the holes in the bottom rail. So, my thinking is the handle raised and lowered the chain, or, whatever was attached to it.

 

There are numerous versions of wood/metal fence stretchers

 

The more that I look at it, it seems that the mechanical advantage would be in a lifting mode, judging by the angle of the notches.

 

I don't think it is Asian in origin, the hardware is slotted flat head wood screws.

 

I guess you are right . I have sold a bunch. Very common around here but I have never had a wooden one.
