Has anyone seen this set before? Is it for use as sugar and creamer? Funny texture

    They look newer I was just wondering if they could really be used to serve sugar and cream, mostly the cream, because of the way they are coated or made. It feels like sandpaper or sugar coated.     Yes, I know what it is. It's ...it's...um...give me a minute...probably can't remember becuse the stuff is so ...sandy. And, because it's 4:30 in the morning.

    its not popcorn, that has a smooth glaze, but same sort of texture, but that's all that is coming through right now............

    But why decorate with birdcages?

    FYI - the mark on the bottom is upside down - should read 6008D.

    Could the texture be called "granulated" or "sugared"?

    I tried researching these every which way but loose and cannot come up with anything Even the number on the bottom pulls up zip I thought they were new
