    Don't really know but my first thought was an herb drying rack or crop keeper, missing the screens. Kind of like an older version of this:

    Looks to be not old, indeed pretty new with antiqued finish. Do wine bottles fit? Lots of wine racks available, but can’t tell from your one full size pic.
