I think it's a 'bundle fork.' These were for pitching entire small grain shocks when threshing. It would have had a long handle similar to a conventional pitchfork.

They normally have just two prongs, but I have an example with a shorter center prong at 90 degrees to the outside one. This was to keep the bundles from slipping down.

 

That makes the most sense, working with sheaves harvested by a binder.

and the LAST thing you want is to have your bundle slip down....................
