    Lower-end costume, 1960s probably. Not an American back I don't think, but who knows.

    SLIGHTLY BETTER, and looks like it might be signed under the tail.....

    I also see a possible signature under the tail. To me, the pin looks like artisan-made cast silver with a polymer clay belly, or some type of material that was hollowed out in back to attach to the metal part. The fastener is a continuous piece of silver wire bent and soldered to the pin. The pin looks quite small, not more than an inch long, but I really like it. The value would depend on whether it's silver and who made it. If you search "sterling pelican pin" (sold listings), you can see a range of values for various types of pelican pins. Edit: I meant to say search eBay sold listings.
