NOT my photo, just a screen catch from a local estate sale listing here in the US.
The young woman is wearing a dress covered in Union Jacks but up by each shoulder, partially covered by her hair, are what appear to be US flags. I also see a US flag above her head.
Not sure what's going on here but thought I'd share this interesting photograph!

The flag has stripes, but it doesn't seem to be a US flag. Maybe a (former) UK colony or dependency?
I can't see the flags on her shoulders well enough.

The square with the stars is there on the one above her.

I see that, but the vertical sides of the star square look too long to me. And I don't see enough horizontal stripes.

The little hand-waving flags don't always match the larger one's exactly. And there is also the question of when produced. Changed over the years.

Something to do with Queen Victoria perhaps? Her death in 1901?

None of them are what I see, but I guess that is because it is a hand waving flag or souvenir flag.

Figtree3 What would you do if you weren't afraid?

Yes, normally on the US flag of that type of design there should be 13 stripes representing the 13 original states that made up the United States. As @Bakersgma mentioned, it is possible that not everybody has adhered to that crucial point when making cheaper flags.

I love that image, by the way, and would buy that photo in an instant! Even despite the damage.

Me, too! I did actually go to the estate sale but not until the end of the day. It was nowhere to be seen.

Oh, well -- I hope the buyer loves it, too. Or maybe it will show up on eBay someday.

for all I can see those flags could be Salvador...or Liberia.....or something else...

I was thinking Liberia a possibility too. There are so many flags with stripes and a rectangle with symbol(s).
I checked Malaysia, which was a UK colony at the time, but the Malaysian flag dates from 1949, which is after this photo was taken.

Nevertheless, if I were the current owner of the photo, I would look up flags with a (colonial) British connection, just to be sure.

I, too, noticed the resemblance to Liberia's flag... but couldn't come up with a reason she'd be wearing it along with (much more prominent) Union Jacks.

With those prominent Union Jacks I assume she was British, and possibly living outside the UK (the other flags).
There are long and important ties between the UK and Liberia:

    https://en.wikipedia.org/wiki/Liberia–United_Kingdom_relations

Which would involve UK ex-pats in Liberia. Whether she was one of them, we don't know.
What we can see is that she is wearing a summer dress, suitable for the Liberian climate. But also suitable for other warm countries, or for a nice UK summer.

They kind of look like something (at least on the one over her head) may have been blurred out, but SO NOT SURE!!! AND I did NOT put the color in her EYES!!!!! IF ANYTHING, I DE-saturated the slight sepia color a bit to help make it easier to see the flags.....!!!!! WEIRD!!!!!

To focus on something else for a moment - was the slanted hem of her dress a fashion at that time? I love her skirt and high heeled slippers.
