Niello brass?

    If this is silver it's pretty low

    You cannot do niello work on brass. Give it a bit of a polish. It looks silver in the pictures.

    Looks like silver to me too - no size mentioned, but would guess an Ottoman/Turkish zarf missing its porcelain finjan...
