Abstract Print Or Painting Signed Mendoza

Can't tell if that is a print or painting. What do you think?
The siggy looks like Mendoza 84?

I couldn't find a Mendoza anywhere... was hoping for guidance, but no dice. as far as paint vs. print... you can usually tell by taking it out and then shining a flashlight at a very severe (like almost flat with the item) and looking for brush strokes that make sense in the design. If the artist uses posts of paint, like me, you can feel the textures with your fingers. Good luck!

 

I took closer look and appears not to be print. Something oily. Pastels?
There is a blind artist George Mendoza. Some of his pieces are abstractish but not exactly like this. I cannot find any originals and signature of his.
