    Do they look like they're walking? They might be inspecting the deck for debris that could cause damage to the aircraft.

    Appears to be what's referred to in the US Navy as, "manning the rail"

    I did temporarily lighten it on my computer and that's exactly what it looks like they're doing......there's a chopper in the air as well in the distance!!!
