Featured Blue & White Transferware - Unknown Mark?

    I got this pretty soup plate at a yard sale this morning. The pattern name is Cactus, but I can't figure out who made it. Does the French wording mean it was made in France (there is no "Made in") or not?

    Any thoughts on age? I figured pre-1900 since there's no indication of origin. Is that reasonable?

    Bakers, the mark looks to be the one used from 1886-1938:

    The word FRANCE eventually was added on pieces made for export, but I don't know exactly when...
