I came across this very nice vintage wooden circle that looks to me like a cutting board on the back. It has some scratches to indicate it was used like that too. Could this be a cutting board, or is it a plaque? It doesn't seem to be signed or dated so I am at a loss information . It is 12 inches across and .75" deep

A funny way to say "around to it." As in, I'll do it when I get around to it. I think it was back in the 80s or so that my Dad had a little round wooden thing that was a "roundtuit."
It could be a cutting board, or perhaps somebody used it as one even if that was not the original purpose. Or it could be a lid, as Debora mentioned. When I was a child my mother and a friend of hers painted two small cutting boards. My mother's had a painting of a rooster. Just a rooster, not a scene like yours, @Grandmasattic and the board was shaped differently than this one.
