Is This Military or Masonic?

    Hi,
    I've had this skull and crossbones metal piece for quite some time, hoping that I'd figure it out at some point. I think that it might be Masonic, but there's an old piece of khaki coloured canvas fabric affixed to it, which made me think that there might be some chance of it being military. Has anyone ever seen this or something similar? Measures 2" by 2 1/8" and has three lugs on the backside. Definitely old. Any help would be appreciated...
