I am trying to figure out what this is

    It's an antique clothes drying rack.

    All right, now we can at least see that one by clicking on the link.

    It's a drying rack. You hang it on the wall in a place appropriate to drying laundry. Small things obviously. I had one in the laundry area at my previous house. Came in quite handy and had probably been hung up when the house was built in the 1920's.

    How do you spread it out? Is it upside down?

    There should be a hinge mechanism above the place where the wooden arms are attached. They spread out at a right angle to the "hanger" part. I don't recall whether you can raise just one or have to raise them all.

    You may need to look at the opposite side from the one you took the picture of.

    Perfect, Laura! There are a few different configurations - Tim just has to figure which one he has - and to confirm that all its parts are there. You really can't tell from his picture.

    Thanks, Davey. Now we can see the place where the metal should have a hinge. Perhaps it's rusted together?
