I've never made a study of badges, but I would question the font styles used on the OP's examples. Why would the manufacturer change the style when marking the locations. Compare the "ARIZ." and "TUCSON AT" font style to the other lettering on the badge. To me, it looks like someone is adding location information with modern letter stamps to unmarked badges. They look good, almost too good. (I may be wrong, but that's my opinion.)

Could be a simple answer.... government contract to make the badges, state area left blank to be marked in whatever state they were sent to.

Thanks hollyblue for that response in regards to erstwhile reply that’s a perfect way to explain the markings on the badges I couldn’t have said it any better.

Jivvy the research is my favorite

Per the us Marshall's web site: "There was no uniform badge in the U.S. Marshals Service until 1941, when the "Eagle Top" variety was introduced nation-wide. Prior to this time, the badges came in different shapes and forms. Each district made its own identifying badge. "

Which makes me wonder about identical badges from different states.

    https://www.usmarshals.gov/history/badges/index.html

EDIT: adding, I know nothing about badges. Just looked stuff up. ;)
