Identification of silver/copper item?

Can anyone identify this? And what it’s made of?

It is for sugar cubes, shaped like a coal scuttle/shuttle. Silverplate on copper.

 

I've seen them sometimes identified as coal scuttles and other times identified as sugar bowls, depending on the size. It's silver plate on copper.

Not that you couldn't put sugar cubes in a sugar scuttle, but they were intended for loose sugar, served with a small matching scoop (this one, like so many, is missing its scoop).

Mom used to put nuts in hers .... and it worked well with the scoop....
