It reminds me a little of the lion in the Wizard of Oz... or a younger version, anyway.

I'd date it no earlier than just after WWII - we had something very similar in the house when I was a youngster.

    Bear gets my vote

Celluloid face? Is his face kind of crunchy, or rubbery?
    Mohair body?
    Is there a tag inside?

Celluloid could make it earlier than 50s - I'm not a doll expert... maybe @Christmasjoy can help?

    He's super cute!

As I only collect dolls and not puppets I really have no info on them. Scouts house is right on with information given. It could be celluloid as it is thin and early plastic was hard. Celluloid would dent easily but don't try pressing it as one would have a devil of a time getting the dents out .. I have a few early celluloid dolls so I do know this. Celluloid was introduced much earlier than plastic, which was developed in the early forties I believe. That's about all I can say on the subject as my dolls are all china, wax, wood, or bisque. Well done Scoutshouse .. Joy. :)

Are the remnants of orange stripes on the back? Maybe a tiger?

I do believe that the first puppet is a little earlier than that .. maybe forties. the bear you have posted is a typical fifties guy .. jolly face .. personality .. REALLY cute !!! Nice puppet Debora ... Joy.
