Your piece isn’t a painting, it is a colored print/engraving!
Eglomise is the term for the black and gold frame reverse painted on the glass covering the print.
This was used in end of 18th till first third of the 19th century

Oh I see, it's quite old then, I paid 18 Euro for it so do you think it was a good deal?

 

Is it engraved on paper? Sorry I've no clue.

Yes, a good deal! The only problem for high value is the frame bad condition
