Please Help ID This Silverplate Fork; Maltese or Pattern Name?

This is a man-sized utensil; ~8 1/2" long, 2 3/8" tines, 1" wide at the base of the tines, and at the widest part of the handle; it weighs 74.2 grams.

I can't determine if the word MALTA is the name of the pattern, or the nation of origin. The Maltese cross without a cartouche adds to my confusion. The 96 indicates silverplate, I believe; good evidence at several wear points confirms a base metal core.

There is a stamped image of a flag (or pennant) fixed to a pole, at the top of the face; outline an' details are very faint; I'll have to work to get y'all a decent pic of it. It seems to be oriented to be read with the tines up...when I've captured it well enough, it'll be posted as a reply here. Thanks for lookin'!

 

do u have a set, or is this just one single silver-plated fork?

 

Made on Malta, silver plate.

 

Just this one. I have another very large plated fork, but of an entirely different pattern and with 4 very hard to read marks...the subject of another post, probably.

 

I managed to get enough to ID, probably.
I'm wanting the name of the shipping line (or other entity shown by this flag) in order to put a range of dates to the fork. Do your best, folks...an' Thanks!
