What is this made of & is it a netsuke?

About 2 1/4" long. It's not ivory, or at least the ivory I usually see. It's very smooth to the touch, not cold. Any thoughts?

 

That looks Pacific Northwest to me. A claw of some sort.

 

Called an Eagle Hot Claw (design). Looks like Yak or Water Buffalo bone (they come from China for crafting). Could even be a synthetic polymer? Can you stick a sharp pin/needle into it? If so, it's plastic. Check closely for mold marks. If it's ivory or bone, you won't be able to put a pin into it. Ivory would have cross hatching... bone will have straight lines, some pin dotting. I say from the pic, it's probably bone, and new. Here are the ones being sold in China today that pretty much look identical:

I think you're right about the yak bone. At first I thought it too white, but then I found a few that look more off-white, and they are very similar. It ain't worth a hoot, so it'll go in the yard sale pile. Thanks so much!
