ID please

    Probably "restaurant" ware with a transfer decoration.

    There could be more clues on the base as to origin beyond writing or marks.

    yes , indeed.
    but someone who doesn't know about the different styles of manufacturing pottery , may not understand that !

    It is cute. The pretty floral decoration together with that shape handle, I'd guess 1890-1900.

    Hm. Mid to late 19th C Staffordshire, flowers are a mix of dianthus and cornflower. The problem is that literally hundreds of factories made this kind of little pretty thing.
