I'd say Brad was dead on accurate about C.F.A. Voysey and, that "heart" decoration/cutout seems to be a major design feature of his, particularly with chairs. I don't think Voysey built furniture, just designed it, similar to Charles Eastlake & the Eastlake style in victorian age.
"With the wide dissemination of his designs, Voysey’s favourite motifs – small birds and hearts – became the ubiquitous symbols of the democratisation of the Arts & Crafts movement."

Armchair (c. 1902), designed by C.F.A. Voysey (1857–1941) and probably made by F.C. Nielson. Crab Tree Farm, Illinois

Voysey was far more than "just" a designer. He didn't publish pattern books, but rather took a holistic approach to the entirety of a house, or whatever. He was an architect, a project manager and a completist. I've been to Voysey houses near me: every last thing down to the nailheads and hinges was carefully thought out and implemented. Wonderful and wondrous stuff he did.

    Some good stuff here: http://voyseysociety.org/

thank you so much for these links, it does look Voyseyesque in that it has the hearts and it does appear that it may have been made with his designs in mind. I know that the hearts are a classic feature of the Arts & Crafts movement here in the UK.

Edit: this reply is to both of you (I couldn't work out how to attach both quotes - sorry)
