    Looks like a match holder. All those little lines beside the number are the striking surface.

    Hadn't noticed them when I first commented. Can't seem to find any info on them anywhere online. But certain it's a match holder and striker.

    It is a racket and yes those are balls. if the lines are used for striking would it be worn, if it had been used?

    Porcelain is pretty hard, and it probably wasn't used much.
