Welcome, louri. I assume you meant that this thing is like a rattle? What kind of noise does it make when you shake it? Anything besides the sound of the chains?

How long is it? I suspect that it is part of something else from the notch at the end of the "handle."

My immediate reaction is Middle Eastern, but you should wait for others (we're international) who will no doubt know more.

it makes a rattle sound and has a whistle at the end of the handle. You hear the chain sounds and the ball movement in the side the stop part.

    Welcome to the forum, louri.
My first was North Africa;) and yes, it is a rattle. Given the size, it seems too big for a baby's rattle.
Whereabouts did you find it, louri? That could be a clue to the origin.

I think it could have something to do with a healing ritual which involves ritual dance and/or music. There are religious healers (mainly Sufi) and travelling groups (often Gypsies) that practice healing rituals like that in both the Middle East and North Africa.
With the advance of modern medicine these rituals are slowly vanishing, so info is hard to find. In Algeria travelling Gypsy healing women are called Adasiya, maybe that is a term to research.

Welcome to the Forum, Louri! :)
I was wondering if you can give some more photos. Can you show the design of the ball part of this? And do the chains seem to be attached to the top cone part?

The examples I found were not intended for the baby to use, but for the parent or caretaker to use to entertain the baby. So they are large enough for an adult to handle. No guarantee that this rattle was for such use, but it might be a possibility. I agree with Any Jewelry that it looks North African/Middle Eastern, with the small chains.

I wonder if it might have been made in India, for use/trade during the British Raj, which would explain that sort of Middle Eastern feel.

Anglo-Indian silver and silverplate is usually more detailed.
