I bought this recently at an antique store. The tag said 19th century and that it was used as tea storage. But I'm dubious about that. Looks like someone just painted the word "Ceylon" and decided to store their tea in it. No matter. I intend to use it as a laundry hamper.
But I'm curious what it exactly is. Feels like it might be made of tin. Extremely light.
And the brown paint is different than the black paint on the sides.

    Any ideas?

It was a bulk container for selling stuff in an old store. Circa 1900. Usually see these for coffee around here.

Maybe a tad expensive but it is different and still useful and will make a thoroughly posh laundry hamper. And all your laundry will come up smelling of black / green / etc tea.

I saw similar on American Pickers tv show... They came across an old general store that had several. Each one labeled different. Bought them up in a heartbeat. I think their value was around $100.
