Featured Honi Soit Qui Mal y Pense/order of Garter set

Hello good people! Some help would be appreciated with this set. I’ve discovered it is Order of the Garter, it is sterling and I believe has the crown Sheffield mark. My questions:
1. Is that an Angelfish? What is its significance?
2. Does anyone recognize the crest? Ships and ?
3. Age?
4. Is there any way I will ever be able to find out who it belonged to or should I stop giving myself headaches?

The backs are mid 19th to early 20th. Given the lack of a duty mark, probably later in the 19th.

Here's the same image on another badge from etsy - not much help as the seller doesn't know much about it, but a clearer representation. Looks like 3 ships of different sizes with a dam or canal lock below?
